In Azure DevOps, you can add Users from other tenants to your organization by navigating to Organization Settings > Users > Add users.

Once added, external user receives an email from AzureDevOps@microsoft.com with the subject, You have been invited to an Azure DevOps project and select Join now.
In our scenario, the external user was unable to access Azure DevOps even after clicking Join now.
Reason and Fix:
- Reason was, The user policy, External guest access, must be On for the organization that you want to invite external users to.
- Go to Organization turn on Settings > Policies > External guest access policy.

- Once you turn on the policy, for existing external users, resend the invitation email by going to Users > select the user > Resend invite.

- The external user will now receive a new invitation email and should be able to access the Azure DevOps organization by clicking Join now.
